  • What is a planning scheme?
  • A planning scheme is a legal document which sets out objectives, policies and requirements to guide and control land use and development in a particular area. This includes where and how land can be developed and any restrictions and/or controls in place.

  • Where do planning schemes apply?
  • Every municipality in Victoria has its own planning scheme. Planning schemes control and guide land use and development on all private and public land in Victoria.

  • State Government direction
  • All planning schemes must be consistent with the State Planning Policy Framework, which covers issues of state importance such as:

    • providing housing diversity with easy access to services and facilities
    • ensuring an integrated and sustainable transport system
    • protecting the environment.
  • Strathbogie Shire Planning Scheme
  • The Strathbogie Shire Planning Scheme includes:

    • The State Planning Policy Framework – every planning scheme in Victoria contains this policy framework, which is identical in all planning schemes.
    • Our Local Planning Policy Framework – this sets long term directions about land use and development, zone and overlay requirements and particular provisions for Strathbogie Shire. This includes our Municipal Strategic Statement, which sets out the overall vision, land use and development objectives for Strathbogie Shire Council.
    • Zone and overlay maps and provisions, which guide:
      - the type of use and development allowed in each zone
      - additional requirements for subdivision, buildings and works on land that is affected by an overlay
      - requirements for any specific land uses and development.

  • What will the Strathbogie Shire Planning Scheme Review cover?
  • Our planning scheme review will assess whether the local planning policies and provisions are meeting the needs of the local area and community. It will also look at how the planning scheme is addressing state and local planning policy objectives.

    The review will cover five key themes:

    1. Neighbourhood character
    2. Sustainable development
    3. Connectivity
    4. Commercial, industrial developments
    5. Vegetation and our environment
  • What will the review deliver?
  • The review will include recommendations as to what Council should be focussing on in its Planning Scheme. It will also propose actions for Council to update our planning scheme and local policies.

  • What parts of the Strathbogie Planning Scheme can be changed?
    • The content of the Local Planning Policy Framework, including the Municipal Strategic Statement and local planning policies.

    • The location of where zones and overlays are applied.
    • The schedules to the zones and overlays, which allow for variations to zone and overlay requirements.
    • The schedules to the particular provisions, which allow for variations to specific use and development requirements.
    • The plans or strategies that are implemented through the planning scheme.
  • How can the Strathbogie Planning Scheme be changed?
  • A change to the Strathbogie Shire Planning Scheme is known as a ‘planning scheme amendment’. This process is set out by the Planning and Environment Act 1987.

    Requests for an amendment can be made by the local council, a proponent or the Minister for Planning. When a change is proposed by Council or a proponent, we will seek authorisation from the Minister for Planning to prepare and exhibit a planning scheme amendment. This will include seeking feedback from the community on the proposed changes.

  • Why change the Strathbogie Planning Scheme?
  • The Strathbogie Shire Planning Scheme determines what does and does not require a planning permit. Feedback provided will direct Council’s Strategic Planning Department to create, edit and implement planning policies that either increase or decrease planning controls on relevant themes in line with State Government policy.

Strathbogie Shire acknowledges Aboriginal and Torres Strait Islander people as the Traditional Custodians of the land and acknowledges and pays respect to their Elders, past, present and future.

What are the conditions with a user’s account?

What content do we own?

This website contains the copyrighted material, trademarks, patents, trade secrets and other proprietary information (“Intellectual Property”) of Strathbogie Shire Council and its suppliers and licensors. Strathbogie Shire Council owns and retains all proprietary rights in the intellectual property. All intellectual property in the content of this site including without limitation to text, software, source code, pages, documents and online graphics, photographs, sounds, audio, video and other interactive features are owned by or licensed to us.

Any original content that you submit or post on our site may be made available to the public and allows users to share your content (with the end user acknowledging your contribution) under the Creative Commons Attribution-ShareAlike 4.0 Australian License.
